Pessima qualità audio IP-PHONE

Ciao a tutti chiedo ancora il vostro aiuto

Altro problemone riscontrato:
se effettuo telefonate tra interni della rete la qualità dell'audio è perfetta!!
Appena provo ad effettuare una chiamata verso l'esterno la qualità audio è veramente pessima!!!!!
Da cosa può dipendere?? sicuramente non sarà colpa del telefono immagino...

Che connessione hai verso l'esterno?Ci sono policy di QoS?!

Il router 2801, è collegato alla rete pubblica tramite ISDN BRI.

In Lan i telefoni non hanno problemi se chiamo tramite ISDN invece il rumore di fondo è talmente alto che non si capisce nulla.

Sto usando i telfoni 7902 e 7971 in config Skynny:
