Cisco 803 con Tiscali FLAT 24H

Salve a tutti, ho un grande problema in quanto non sono un esperto di reti.
Ho comprato il router in oggetto in Inghilterra con tutti i manuali e cavi ancora imballati quindi molto probabilmente non è stato mai utilizzato ed ho cercato di configurarlo con fast step ma non riesco a connettermi. Io vorrei una configurazione che mi consente di connettermi ad ogni richiesta di connessione e utilizzi un solo canale. Con il portatile riesco ad interrogare il router con 192.168.0.1 ma non ho capito come impartire i comandi tramite telnet, con il pc invece ho utilizzato il cavo console perchè fast step non mi riconosce nessuno dei due pc attraverso la rete.
Quando apro monitor mi da le 2 linee verdi ma le luci arancioni sono sempre spente e poi mi compare interfaccia: BRI0 non è attivo e si spegne la linea verde della connessione isdn.
Ho copiato lo show run da Monitor:
